Public Procurement in St. Vincent and the Grenadines is guided by the Public Procurement Act No. 34 of 2008.

 
 

Who is responsible for overseeing Public Procurement in Central Government?

The Ministry of Finance is responsible for overseeing Public Procurement in Central Government through the Central Procurement Office (to be established) and through the Central Procurement Board.

The Minister of Finance is responsible for formulating and issuing policies relating to Public Procurement in St. Vincent and the Grenadines; also adopting directives, procedures, guidelines and technical notes for implementation in the Act.

CENTRAL PROCUREMENT BOARD

The Central Procurement Board is appointed by Cabinet annually. The members of the Board members includes:

  1. Director General Finance and Planning, or his or her designate;
  2. Permanent Secretary in the Ministry of Trade, or his or her designate;
  3. Permanent Secretary in the Ministry of Transport and Works or his or her designate;
  4. Accountant General or his or her designate;
  5. Three members appointed from the private sector

CENTRAL PROCUREMENT BOARD MANDATE

The Central Procurement Board is appointed by Cabinet annually. The members of the Board members includes:

  3. Permanent Secretary in the Ministry of Transport and Works or his or her designate;

CENTRAL PROCUREMENT OFFICE

The Central Procurement Office is headed and supervised by the Chief Procurement Officer.  The functions of the Central Procurement Office are as follows:

  1. Assisting procuring entities by providing implementing tools and documents;
  2. Developing directives, procedures, guidelines and technical notes and a Public Procurement Manual for consideration and issuance by the Minister;
  3. Monitoring the operation of the public procurement process in accordance with the Act and Regulations;
  4. Providing procurement information and managing statistical databases;
  5. Developing or causing to be developed a procurement website for disseminating information, including the publication of procurement opportunities and bidding documents;
  6. Assisting in the introduction of information technology in public procurement; and making available to the public all Acts, regulations, Orders, policies and guidelines relating to public procurement in St. Vincent and the Grenadines;
  7. Designing and delivering or causing to be delivered training and capacity development initiatives for participants in public procurement;
  8. Providing operational advice in respect of procurement services as the Minister of Board may request;
  9. Maintaining a list of suspended and debarred suppliers, contractors and services providers as referred to in section 9.(1). € of the Act.
  10. Carrying out such other functions as specified in the Act.
